William Lewis Cook, Chairman

Engine and Fuels Unit Manager

Georgia Environmental Protection Division, Air Protection Branch, Mobile and Area Sources Program

William Cook is the Engines and Fuels Unit Manger in the Mobile and Area Sources Program in the Air Protection Branch of the Georgia Environmental Protection Division. He graduated from the Georgia Institute of Technology in 1991 with a Bachelor’s Degree in Mechanical Engineering. He began work with the Environmental Protection Division in March 1993 as an Environmental Engineer and became the Engines and Fuels Unit manager in July 2000. His primary responsibilities include the implementation of the Georgia Diesel Emission Reduction Program, which includes compliance with emission standards, retrofits, and idling reduction; the Georgia Low RVP and Sulfur Gasoline Rule; Gasoline Vapor Recovery; Clean Fueled Fleets Program; and Alternative Fuels.

William serves as the Chairman for Clean Cities – Atlanta (CC-A). He became involved with CC-A in late 1993 just after its designation as a Clean Cities coalition. William has served as co-chair of various committees within CC-A and was voted as Chairman in 2002 and currently serves in this role. He also served as co-coordinator from January 2002 to March 2009. CC-A has played a major role in EPD’s alternative fuels program.

 


 


Patsy Brownson, Treasurer

Manager, Fleet, Relocation and Travel

UCB, Inc

Patsy Brownson has been in fleet management since 1976. She recently retired from Cox Enterprises, Inc., a leading multi media company and operator of automobile auctions, based in Atlanta, Georgia, since 1987. Major subsidiaries include Cox Newspapers, Inc.; Cox Broadcasting, Inc.; Cox Communications, Inc.; Cox Auto Trader and Manheim Auctions, Inc. Cox was founded in 1898 by Ohio Governor James Cox. Cox also ran for President under the Democratic Party with running mate Franklin Roosevelt but lost to Harding. The fleet consists of over 15,000 vehicles with the majority of those vehicles being light trucks and vans.

Brownson is a past President of the National Association of Fleet Administrators (NAFA) and Automotive Fleet & Leasing Association (AFLA). She became one of the first Certified Automotive Fleet Manager’s and was awarded NAFA’s highest honor, the Distinguished Service Award in 1998. In 2001 Brownson was awarded Automotive Fleet’s Fleet Manager of the Year Award.

Brownson has worked with EPA, and DOE on clean air and energy issues and served on a presidential task force that inspired the Clean Cities program. In recognition of her accomplishments and leadership, President Clinton appointed her to the Policy Dialogue Advisory Committee to Develop Options for Reducing Greenhouse Gas Emissions from Personal Motor Vehicles. She is the current Treasurer of Clean Cities – Atlanta.

Brownson is an active member of NAFA and AFLA. She is an active member of several client advisory boards.

 


 

Steven Saltzgiver, Secretary

Group Director - Fleet Operations, North America

Coca-Cola Refreshments

Steve Saltzgiver is Director of Fleet Operations-North America for Coca-Cola Refreshments (CCR). CCR operates a fleet of over 50,000 assets. CCR is committed to it global leadership role in corporate stewardship, responsibility and sustainability which is exemplified by its operating the largest commercial fleet of Hybrid Electric vehicles.

Prior to joining CCR, Saltzgiver worked as the Office of Fleet Management for the State of Georgia the fourth largest state vehicle fleet with over 20,000 units. Previously, Saltzgiver worked full time as a consultant specializing in fleet management in which he served as the Executive Director for the National Conference of State Fleet Administrators under an agreement with Mercury Associates Incorporated which is North America’s largest dedicated fleet management consultation company.

Finally, Saltzgiver served 12 years as Director of Fleet Operations and Surplus Property for the State of Utah in the Department of Administrative Services, where he oversaw a diverse state-wide fleet of more than 10,000 vehicles and pieces of equipment. Saltzgiver is a respected public speaker, teacher and author in the fleet management community who has over 30 years experience in the fleet management and public transit industries. Moreover, Saltzgiver holds a Bachelors of Science degree in Business Management (BSBM), a Master of Arts Degree in Organizational Management (MAOM) and a various array of fleet industry and management certifications.

 


 


Michael G. Britt, Sr.

Director of Maintenance and Engineering - International Operations

UPS

Michael has spent 25 years at UPS. He has worked in different capacities spending time in operations, industrial engineering and automotive engineering. For 5 years he worked in California as the Region Automotive Engineering Manager and has a clear understanding of the environmental concerns in that state. Michael has led efforts in alternative fuel projects and technology development for the domestic fleet and recently for the international fleet. These projects include compressed natural gas, liquefied natural gas, propane, electric technology, hydrogen fuel cells, and hybrid vehicle development including both hybrid electric and hydraulic hybrid technologies.

Presently, he manages maintenance and engineering for all international operations and continues to manage fleet sustainability issues in the U.S.

He is a member of the Society of Automotive Engineers, Technical Advisory Group to the America Trucking Association, Clean Cites Board Member and served with The United Way as a member of the Board of Directors in several California locations.

Michael holds a B.S. degree in Automotive Technology and a M.B.A. in Management.

 


 


Kevin Brown

Alternative Fuels Chairman

Georgia Propane Gas Association

Kevin Brown is the Alternative Fuels Chairman for the Georgia Propane Gas Association (GPGA). The GPGA is a trade and membership trade organization that represents propane marketers throughout the state of Georgia. Kevin is currently a Sales and Service Manager for AmeriGas Propane. He is based in Canton, GA.

 


 


J. David Dunagan

Project Manager, Logistics, Energy, Agribusiness & Food Processing

Georgia Department of Economic Development

David Dunagan is the Project Manager, Logistics, Energy, Agribusiness & Food Processing for the Georgia Department of Economic Development.

For six years, he served as Project Officer for the Transportation and Biomass Programs for the Southeast Regional Office of the U.S. Department of Energy (DOE). In that role, David managed the Clean Cities alternative fuel program for the nine state region.

Dunagan came to DOE from the Fulton County Environment Division where his work focused on water quality issues, conservation, and environmental policy analysis.

David graduated from Mississippi State University with a B.S. in Forest Resources in 1977, and worked for 9 years in the USDA-Forest Service. Dunagan received a Master of Science in Public Policy (Environmental Concentration) from Georgia Tech in March 1998.

 


 


Ben Echols

Program Manager for Electric Transportation

Georgia Power Company

Ben Echols is the Program Manager for Electric Transportation for Georgia Power Company, a Southern Company. He is based in Atlanta, Georgia and has managed electric transportation program activities for Georgia Power Company since 1997. Ben has served on the board of Clean Cities-Atlanta representing Georgia Power for over 5 years.

Before working with Electric Transportation, Ben worked in multiple areas within the Southern Company and has 25 years of service. Some of these areas include Information Technology and Accounting Systems.

Ben received a B.S. degree in Computer Science from Kennesaw State University.



 


Billy Malone

Assistant Director

DeKalb County Sanitation

Billy has 34 years of experience in Managing Solid Waste Facilities for both the Public and Private Sectors. He serves as President of the Solid Waste Association of North America (SWANA) – Georgia Chapter. In 1988 he was certified by SWANA as a Manager of Landfill Operations for all of North America and in 1992 was certified by SWANA as Landfill Specialist.

Billy serves as the SWANA International Board Technical Representative – Landfill, has been an active Member of Nature Conservative since 1978 and the Wilderness Society since 1979, and championed the first Renewable Energy Project for Georgia Power.

 


 


Ted Pfister

District Sales Manager - Commercial and Government for Georgia and Alabama

General Motors

Ted Pfister is the District Sales Manager - Commercial and Government for Georgia and Alabama. Ted joined General Motors in 1996, supporting Chevrolet Motor Division. In 1999 Ted joined GM's Fleet and Commercial Operations as a Sales Support Manager. In 2003 GM sent Ted to Florida to as a Commercial Sales Managers for Florida and the Caribbean. In October 2009, GM transferred Ted to Atlanta for his current role. As a District Sales Manager - Commercial and Government, Ted is responsible for managing GM's Business Central Dealer network, managing state and local Bid sales and a point person regarding GM's Alternative Fuel solutions.

 


 


Ian M. Skelton, P.E.

Director, Natural Gas Vehicles

Atlanta Gas Light Company

Ian graduated from Southern Polytechnic State University in Marietta, GA in 1987 with a Bachelors degree in Industrial Engineering Technology. He started working for Atlanta Gas Light in March of 1987 as a commercial representative in Augusta and transferred back to Atlanta in 1999 as Manager of Major Accounts. He assumed the position of Manager of Business Development in 2008 and is now responsible for AGL’s Natural Gas Vehicle (NGV) program.

Ian is a registered Georgia professional engineer and also holds a Conditioned Air Contractor Class II license in Georgia.

 


 


Tracy Smith

National Account Manager

Ford Motor Company

Tracy Smith has experienced a rewarding career in the automotive industry with Ford Motor Company for over 15 years in the areas of Marketing, Sales, and Service. Currently, Ms. Smith is the Ford National Account Manager working with commercial fleet accounts in Georgia and South Carolina. She is based in Atlanta, Georgia.

 


 


Don Francis, Clean Cities-Atlanta Coordinator & Executive Director

Don Francis became the Executive Director of Clean Cities-Atlanta in April 2009. Prior to being elected as the Executive Director, Don served on the Board of Directors and as the Treasurer of Clean Cities-Atlanta from 2000 to 2005.

He has forty years experience in automotive engineering, sales and marketing activities. He was employed by Georgia Power for 31 years.

For 13 years he was assigned to the company’s electric transportation program. His primary responsibility was business unit manager for the sale, installation and service of electric vehicle charging equipment to internal and external customers. Prior to the Electric Transportation program, Don worked for 15 years in Fleet Services at Georgia Power and ten years with General Motors.

Don has served on many local community and industry committees working on electric vehicle infrastructure and market development. He continues to be active in the electric vehicle community and is a member of the Board of Directors of the Electric Auto Association. He is a member of the Society of Automotive Engineers and received a Bachelors Degree in Mechanical Engineering from General Motors Institute.

Don first moved to Atlanta in 1973 and since 1978 have lived and worked in the metro area full time currently residing in DeKalb County.
